Good evening Candice!
The line x = 3 is contained in the first and fourth quadrants while the line y = -4 is contained in the third and fourth quadrants.
Since the centre of the circle is in the second quadrant, the circle must be at the top left “quadrant” of the intersection of lines x = 3 and y = -4.
The diagram is as I have presented.
