Every orbital will be singly occupied with one electrons before any one orbital is doubly occupied. Therefore 3p4 will have 2 unpaired electrons as the 1st and 4th electrons pair up, leaving 2nd and 3rd unpaired.
4p2 will also have 2 unpaired as the 1st and 2nd electrons will singly occupy an orbital each.
