1st
Every orbital will be singly occupied with one electrons before any one orbital is doubly occupied. Therefore 3p4 will have 2 unpaired electrons as the 1st and 4th electrons pair up, leaving 2nd and 3rd unpaired.
4p2 will also have 2 unpaired as the 1st and 2nd electrons will singly occupy an orbital each.

Hope this helps. You take the product of the probability and number of permutations to find the overall probability, then the relative abundace ratio.
