Fully shared octet means its electrons will be given to other elements to form bonds.
For example, carbon dioxide is CO2.
You see that oxygen atoms have 4 free electrons after pairing up with carbon atoms, whereas carbon atoms used up all its electrons to form bonds with both oxygen atoms.
This behaviour applies to all carbons in a compound.
