We know that,
23 Adults = 32 Children
1 Adult = 32÷23 Children
9 Adults = (32÷23) x 9
= 12 Childrens
Which means to say that the mass of 9 adults is actually the the mass of 12 children. Thus, we can take it that there are already 12 children on the boat. Since the maximum tolerated number of children is 32. There can still be 32 - 12 = 23 childrens taking the boat before the maximum is reached.

I made a mistake. Sorry 32 - 12 = 20. So the answer is (2).
