You want to keep both terms to the same denominator therefore the b has to have an additional 4pi with it.

Though it is noteworthy to know that expressing the two terms into a single fraction is not needed for this question.

Practically one line is skipped, which is the following.

...
= 3V / 4pi + b^3
= 3V / 4pi + (4pi b^3) / 4pi (the skipped line)
= (3V + 4pi b^3) / 4pi

You don't really have to. It would also be okay to leave the answer like this :
a³ = 3V/4π + b³
a³ = ³√(3V/4π + b³)

What the answer scheme is doing : making the denominator the same so when we do the cube root, it is in a single term.

a³ = 3V/4π + b³(4π/4π)
a³ = 3V/4π + 4πb³/4π
a³ = (3V + 4πb³)/4π
a = √((3V + 4πb³)/4π)
