The easiest is

f(x) = k - (ax + b)^2

where k < 10.

All combinations of these will have a maximum point below y = 10.

This is an open ended question, so there are many ans. 2 conditions are stated in the question. First, it must have a max point, so the coeff of x² has to be - ve. Next, it cannot have real roots, wo make sure the discriminant is less than 0. Any eq that satisfies these 2 conditions is the ans.
