I don't think this is a model-based question. Or rather, drawing models won't exactly help. Solving this is pretty much solving simultaneous equations at the secondary school level.

Just apply the guess and check method.

EDIT:

You can try the reasoning that if I were to add another 5 toys, each child would:

(a) have 11 toys perfectly; or
(b) there would be 30 toy soldiers left over if I were to give each child 8 toys

In essence, I'll be solving 11x = 8x + 30 (the original equation is 11(x-1) + 6 = 8x + 25).

It's probably way too advanced for P4 though.

Sorry about the lighting. For primary school, I suggest to draw a table and work it out step by step. Once you can get the initial sum correct, you will start to see the difference in the totals getting smaller and smaller (11-8=3)

Alternative solution is to take:
41-17 = 24 toys difference
11-8 =3 toys difference
24/3 = 8 child
8+2 (first and last/+ remainder) = 10.
