Since we bought an equal number of apples and oranges, we must find the number of the 2 fruits the same first. (Topic: Common Multiple)

Common multiple of 5 and 4 is 20.

Apples:
5 A → $2
20 A → $8

Oranges:
4 O → $3
20 O → $15

20 apples and 20 oranges are counted as 1 set/group.

For each set/group, the difference is:
$15 - $8 = $7

Since the total difference is $21, we could find the number of sets:
$21 ÷ $7 = 3 sets

Hence, the number of oranges bought is:
3 x 20 = 60 (a)

In total, Amelia bought 60 apples and 60 oranges. The total cost is:
$8 x 3 = $24 (60 apples)
$15 x 3 = $45 (60 oranges)
$24 + $45 = $69

No problem.

There was a minor typo in the 2nd sentence: “... we must *make* (not ‘find’) the number of the 2 fruits the same first.”
