Correct expression should have been
h(x) = [u(x) - u(x-5)] |x - 2|

The signal |x - 2| is switched on between x=0 and x=5, so that explains the shape of the graph I sketched.

Highest value of h(x) is 3 and lowest value of h(x) is 0, hence 0 <= h(x) <= 3.
