"Divisible by 9" means that 9 must be a factor. That is our first clue. However, 9 itself has factors of 1, 3, and 9 (so those numbers must be factors of the answer).
So far we've only gotten half the 6 factors. So let's look at the next larger number divisible by 9, which is 18.
We find that 18 has factors of 1, 2, 3, 6, 9, 18.
This fits the description: 6 factors, divisible by 9, and smaller than 30.
Hence 18 is the answer :)
