For (a) you are right in getting LCM, which is the answer: 240 seconds, when Car X being the faster car, completed 4 laps (back at the starting point) at the same time Car Y completed 3 laps.
(b) From above, we know that Car X is 1 lap faster than Car Y in 240s. You may now proceed to solve and express your ans. in mins.
