Can the answer be 25cm?

Yes, since the question does not require our answer to be in square centimetres.

In that situation, each side of the square is 25 cm and its area is 625 cm^2.

Probably cm² will be easier and more suitable for primary school level.

At your level, you're not required to know the conversion between cm² and m² as well as cm³ and m³

Also, multiplying a decimal by another is not expected

1 m = 100 cm
100cm ÷ 4 = 25cm
25 cm × 25 cm = 625 cm² (Ans)
