One side of the square is partially covered the the rectangle. However, the length of the rectangle plus the remaining length of the square that the rectangle didn’t block would add up to 9cm

The other way is shown by the second answer... Draw a rectangle that encloses the figure and the perimeter of that rectangle is just equal to the figure's.
