Hi Lisa.
I am assuming your part 1 is correct. You already have the maximum volume of rice the bin can hold (382 cubic meters).
So the total weight of the bin would be
Weight of bin + volume of rice x density of rice = 1270 + 382 x 850 = 325970
The question tells us 1000kg = 9.81kN
So the max weight without special foundation would be 3030/9.81 x 1000 = 308868
A simple comparison would give you the result you need.
