Resubmit of my answer (annoying typos): I think it has to do with the colour of the solution. Bromine dissolves in water to produce an orange brown solution while chlorine dissolves in water to produce a pale yellow-green (almost colourless) solution. So, since Br (aq) is darker than Cl (aq), the absorbance reading is lower for Cl (aq).
