how do we get the range of k from the highlighted inequality?

Actually it is the same. When you multiple with -1 then < 0 become >0
If do not multiple it with -1. Then you will get the high lighted equation.
-4k + 7 < 0
-4k < -7
x -1 ==>> 4k > 7
k > 7/4

Or k + 7 < 0
k < -7
Since given condition that k is > 0.
So only above k is valid.
You sketch the curve, you can see it.
