Equal to 1 means?
At the point both trains meet each other, their combined distance travelled is exactly the distance from P to Q. Hence, the total distance travelled is one time of the distance from P to Q. The faster train has travelled a bigger fraction of that distance and this is illustrated by the smaller denominator (x-14).
