Try writing down all the info the question provides so it does not look as confusing.

For part (b) now that you have the numbers of small and big just let the amount of flour in one small packet be x, so the amount of flour in one big packet will be 4x. Use these values to find total amount of flour in all the big packets and total number in all the small packets. From there you should be able to solve it :)
