We take the lower height as the reference and see what is above that height level. The pressure on both sides at that height level must be the same.
Above the reference level, the left-hand side consists of 34 cm long of Hg and the gas from the cylinder acting on that reference point. The right-hand side consists of purely atmospheric air at atmospheric pressure.
