The circular bases are in fact geometrically similar. This is an aspect of geometrically similar figures - all aspects of the figure, including the base areas, are similar.
So, the area scale can be applied as usual.

if the question never tell us to leave the ans in pi can we choose to leave it in pi? like part c
It depends on the circumstances. What I will do is to first write the pi version, then the decimal version, unless they ask us to express in exact form or to 3 sf. But here, I choose to leave it in exact form because they presented the value as 42pi.
