y=(x^2 + 3x -1)/(x-2)
y(x-2) = x^2 +3x -1
x^2 +3x -1 -yx +2y = 0
x^2 + (3-y)x + (2y-1) = 0
For equation to have no real solutions,
Discriminant < 0
(3-y)^2 - 4(2y-1) < 0
y^2 -6y + 9 - 8y + 4 < 0
y^2 -14y + 13 < 0
(y-13)(y-1) < 0
1 < y < 13
