The answer should be 99 women.

For your remaining 3 people, you can choose to put 3 women behind the first man on the left in your diagram, instead of having 2 women and 1 man on the rightmost end.

120 people divided into 24 groups of 5 people, where each group has 4 women and 1 man

(First Group) MWWWW MWWWW M... ...W MWWWW MWWWW (24th Group)

For the remaining 3 people, if we had 1 man and 2 women, the resulting queue would look like this :

(First Group) MWWWW MWWWW M... ...W MWWWW MWWWW MWWWW(24th group) MWW

But instead of 2 women and 1 man, you could put 3 women , in this way :

WWW (First Group) MWWWW MWWWW M... ...W MWWWW MWWWW MWWWW(24th group)

hmmm but there was a total of 123 people. 120 groups of 5 would be 600?

ah ok so 1 group has 5 (mwwww) and the remainder of 3 would be man (121st), woman (122nd), woman (123rd), yes? that’s 24x4+2=98?

Technically we can start off with womens first.

WWW
MWWWW
MWWWW
...
...
...
MWWWW

For a total of 24 x 4 women in 24 of the 25 rows and that WWW in the very first row, or 99 women.

We are not restricted to putting a man as the first person and a man as the last person.

If there is a restriction that the two ends have to be men, it would be much more challenging:

MWWWW
MWWWW
...
...
...
MWWWW
MWM

In this case there would be 97 women.

@goodsamathritan : as mentioned on my earlier comment :

'But instead of 2 women and 1 man, you could put 3 women , in this way :

WWW (First Group) MWWWW MWWWW M... ...W MWWWW MWWWW MWWWW(24th group) '

So it would be 3 + 24 x 4 = 99

@ Eric : can't be 97 under the condition you suggested as the last 2 men do not have 4 women between them

Lol, I mistook the question as “at most 4 women between the 2 men”. I did not read the question carefully.
