6pm to 9.30pm is considered as $3.50 per entry.
Hence, before 6pm, he alr needs to pay $12.50 - $3.50 = $9
1st hour is $3, subsequent half an hour or part thereof is $1.50.
Number of half an hours he paid for = ($9 - $3) / $1.50 = $6 / $1.50 = 4
Total hours for $9 = 4 x 0.5 + 1 = 3
Earliest time he started parking is 3pm.
