Because 7 is 3 less than 10.
(7 = 10 - 3)
It’s same as saying, 7 hundreds is less than 10 hundreds by 3 hundreds.
7 hundreds, however, cannot be less than 3 hundreds.
Because 7 is 3 less than 10.
