Extracting V cm3 out the solution means extracting out V cm3 of liquid out of the solution with concentration V / 400.

Amount of vinegar taken out this time is V/400 times V = V2 / 400.

New amount of V at the end is (V - V2 / 400) plus the final addition of V, for a grand total of 2V - V2 / 400 cm3 of vinegar in the 400 cm3 mixture.
