⬜ represents 1 pen's price.
Notebooks: ⬛⬛⬛⬛
Pens : ⬜⬜
But since 1 notebook costs twice of 1 pen, ⬛ = ⬜⬜
So,
Notebooks : ⬜⬜ ⬜⬜ ⬜⬜ ⬜⬜
Cost of Pens: ⬜⬜
Difference = ⬜⬜⬜⬜⬜⬜ = $24.80

⬜ = $24.80 ÷ 6 = $4.1333333... (Or 4 dollars and 13⅓ cents)
Cost of 2 pens = 2 x $4.13333... (Or 2 x( 4 dollars and 13⅓ cents) )
= $8.26666666.... (Or 8 dollars and 26⅔ cents)
The number $24.80 might be wrong here since we end up with a fraction or recurring decimal.
Otherwise, is it that the teacher expects the student to round it up to $8.27 (nearest cent)
