Where do we get 16?
At the edge.. see 2nd answer posted.
Each tile 0.25m x 0.25m.
For 1m x1m need 16 tiles.
For 1m x1m need 16 tiles.
The working can simplify..
488-16-16-16-16=424
Perimeter = 424 / 4 = 106 tiles
1 tile length = 0.25
106 tiles length = 106 x 0.25 = 26.5 m
