It's like saying, the breads at the supermarket is sold in loaves of 14 slices each. If I want to eat 16 loaf, I cannot just buy 1 loaf; it's not enough. I also cannot buy 2 slices of bread just like that, so I have no choice (pretend I really must eat the bread) but to buy a new loaf to eat the extra 2 slices.
