Upper bound is basically the largest number possible which can be rounded down to the given number.
Lower bound is basically the smallest number possible which can be rounded up to the given number.
Though technically 549 999 999 gets rounded down (to the nearest 100 000 000) to 500 000 000, we just simply write 550 000 000 as the upper bound for simplicity.
