Set Up A has a condenser that allows cold water to go in and out. This process keeps the condenser cool. As the dirty water boils, steam will travel through the condenser. The moment it comes into contact with the condenser, condensation occurs turning the steam back into liquid.
In Set-Up B the condenser is missing thus the condensation process happens for a short period as the tube will be the same temperature as the steam = less water collected
