Earth has a limitless capacity to donate or accept electrons. In case 1, electrons flow into the metal rod when earthed, to neutralise the excess positive charge. Note all matter contains electrons as they are made from atoms of elements, but after earthing, there is not net charge. In case 2, when earthed momentarily, excess electrons flow from the metal rod to earth and the rod becomes electrically neutral.
