2 bromo compound is tertiary, hence there will be elimination instead of substitution. Hence the bromide ions are not generated.
However for 1 Bromo Alkene is primary and there will Be substitution reaction and bromide ions will be generated.
If bromide ions react with silver nitrate then percipitate is formed. Hope this helps.
