Teacher the qustion says it want equation ,so must be y=mx+c right

Equation means "... = ..."
Equation of a straight line may not always be y=mx+c, this format is only true for slanted lines.
For perfect horizontal line, equation is in the format of y=k, where k is a constant. Because gradient in horizontal lines = 0. When m=0, no longer y=mx+c, it becomes y=c, a constant.
For perfect vertical line, equation is in the format of x=k, where k is a constant.
