The answer is only satisfied when the graph is as shown. Which is k(x+2)(x-3). There is a k there because whatever k is, the graph will still intersect at those 2 points(besides we need it to make those 2 equations match). So the question is asking for the value of a and b in the given equation such that the graph as shown can be produced. Solving for the equation u can just compare across to see the values of a and b. Hope i was clear in my explanation
