From the graph you can see when |c| = 3, the two curves intersects exactly at one point.

When |c| > 3 (i.e. circle with larger radius) there will be more than one intersection point.

Hence, when |c| greater than or equal to 3, it will give at least one real root (x value of each intersection point corresponds to one root of the equation).
