Because he didn't use 5/7 of his money just to buy magazines.

Cause we had knew that
2/7 → 4 magazines
But given 7/7 = $ 39.20
So, we can use 7/7 → 14 magazines
Hence,
14 magazines → 39.20
1 magazine → 2.80
