didn't they ask for how many more could be added? i did (3.95x3)+0.8= 12.65

You are right! I did not read the question carefully.
There is no need to calculate the exact height to fill because 3.95cm x 3 is approximately 4x3cm which 0.8cm easily covers. That is why I used the "greater than" sign.
