It’s hard to tell whether the symbol is a plus sign or a divide sign. Second hand printings like the one in the photo usually have this issue.

In the case it’s a divide sign,

2/7 divided by 4
= 2/7 divided by (4/1)
= 2/7 times (1/4)
= 1/14 (multiply the numerators together, multiply the denominators together, simplify the fraction)
