Basically both Tymol blue and Congo red only have 2 colours each (one for acidic and one for alkaline).
In this case, Thymol blue is yellow at pH7 and Congo red is red at pH7. (Look at the pH value they stated the colour will change, since pH of water is above both, the colour will be that of the right side table).
Red + yellow is orange so the water is orange :)
