Hi Richard, the previous solution is incorrect.
I have read the question wrong.

The ratio of pen to ruler is the COST, not their number.

Each ruler cost more, so the same amount of money can buy fewer rulers than pens.

Please take note that the bar model represents the amount of money not the number of items bought.

P stands for parts.
