Remember that digits are ordered as such in whole numbers:
From right to left: ones, tens, hundreds, thousands, ten thousands etc.
9 represents 9 ones
5 represents 5 thousands.
So the difference in value between the two digits would be 5 thousands - 9 ones.
5000 - 9 = 4991
