I suppose you are stuck at the ratio part. If you do not want to multiply by 7 on each side, another way to do it is,

2 units = 9
24 units = (9/2)x 24 = 63

You will still get the same answer.

Sorry, typo on the top. I meant:

2 units = 9
14 units = (9/2)x14 = 63.
