Since the question asks for the capacity in litres, you should convert the cubic centimeters to litres: you do this by dividing the cubic cm by 1000.
To find the rate, I used the rule of three. If you are not familiar with this, it means that I cross multiplied the values. Since it takes 1 minute to fill 2 litres, it will take 15 minutes to fill 30 litres (2 times 15 is 30)
