Think about it. After the 9th 'group', the lizard is at a height of 36m. When it starts the 10th 'group', it would climb another 5m before slipping 1 m.
36 m + 5 m = 41 m
But does it actually climb to a height of 41m? Does the building have the 41st m for it to climb to?
The answer is no. It would simply climb 4m and reach the top of the building. It wouldn't even get to slip down.

So the lizard doesn't take 200 min (20 min × 10) to climb 40m. It takes a little bit less than that since it doesn't climb that last 1m (the '41st metre) and doesn't slip 1m after it at all.
The closest estimate will be 200 min.
