First layer: you can put 4 cubes. These 4 cubes are not visible from the front and side since there are already cubes blocking their view.

For the second layer, you can only put 3 cubes.

2 of those cubes are right behind the rightmost cube on the 2nd layer (from the side view)

They will be blocked from both the side and front views.

1 of them is at the corner where the front and side views meet.

Total 7

You can't put anymore cubes as they will not be blocked and will be visible.
