Photosynthesis requires water, carbon dioxide and sunlight.

Sunlight is present in all set ups. Unless water and carbon dioxide are removed, the iodine should turn blue black as starch will be present.

Option (2) fits all criteria. Oxygen does not matter so the first plant will have starch. Producing Carbon Dioxide means CO2 will not be removed and hence second plant will photosynthesize and have starch. Water vapour is removed and photosynthesis cannot happen and starch will be absent. Hence option 2 fits all three observations and is the correct answer.
