Make common denominator first.
2/7 = 10/35, 2/5 = 14/35
Difference = 14/35 - 10/35 = 4/35
The gap between them is 4/35. the required fraction must be exactly halfway between 14/35 and 10/35.
4/35 ÷ 2 = 2/35. So the required fraction is 2/35 bigger than 10/35 but 2/35 less than 14/35
10/35 + 2/35 = 12/35
Or 14/35 - 2/35 = 12/35
Answer is 12/35
Alternatively,
Add the two and find the average.
10/35 + 14/35 = 24/35
24/35 ÷ 2 = 12/35
