The yellow lines in the diagram represent the rows of equal number of circular tiles. They are equal because they are along the sides of a square.

How to know the side is 9tiles and 8tiles for b?
We have found in part (b) that each side of the square has 5 tiles.
Refer to the diagram:
Each yellow line has 5 tiles.
The length of the rectangle --> 5 + 4 = 9 tiles
The breadth of the rectangle --> 5 + 3 = 8 tiles
