the symbol means "is an element of"
in this question, if the statement is true, then L should look like {11, 33, {33}}. Note that {33} is a set containing the element 33, whereas 33 is just an element.
so the correct way would be 33 "is an element of" L using the symbol.
alternatively {33} is a (proper) subset of L should also be fine
